Institute Governance
The Institute for Human Rights and Administrative Law Studies (IHRALS) operates through a governance structure designed to ensure effective leadership, strategic oversight, professional independence, administrative efficiency and accountability. The structure separates the governance and oversight functions of the Governing Board from the day-to-day executive and administrative functions of the Institute.
Governing Board
The Governing Board is the highest governing and oversight organ of the Institute. It provides strategic direction, institutional oversight and accountability for the affairs of IHRALS. The Board approves the broad policies and strategic objectives of the Institute, provides oversight of its activities and resources, and ensures that the Institute remains faithful to its vision, mission, values and corporate philosophy.
Executive Director
The Executive Director is the chief executive and principal administrative officer of the Institute and is responsible for the day-to-day management and implementation of the policies and decisions of the Governing Board. The Executive Director provides overall executive leadership and coordinates the Institute’s programmes, research, education, capacity-building, partnerships, resource mobilisation, staffing and institutional development.
Programme Officers
Programme Officers report to the Executive Director and are responsible for the development, coordination, implementation and monitoring of specific programmes and thematic activities of the Institute. Each Programme Officer may be assigned responsibility for a particular programme, such as the Human Rights Education Programme, or for another programme or thematic area established by the Institute.
Administrator
The Administrator reports to the Executive Director and is responsible for the effective administration and operational coordination of the Institute. The Administrator implements administrative directives of the Executive Director and coordinates the Institute’s human-resources, procurement, records, logistics, internal administration and other operational functions.
Legal Officers
Legal Officers report to the Executive Director and work in collaboration with Programme Officers and other members of the Institute’s professional team. They provide legal and technical support for the Institute’s programmes, research, training, implementation-monitoring and other activities.
Legal and Research Assistants
Legal and Research Assistants provide research and technical support to the Institute’s Executive Director, Programme Officers and Legal Officers. They undertake legal and documentary research, assist in the preparation of research outputs and training materials, organise information and data, and support the Institute’s research, education and implementation-monitoring activities.
Administrative Assistant
The Administrative Assistant works under the supervision of the Administrator and provides day-to-day administrative and logistical support to the Institute. The position supports scheduling, correspondence, documentation, meetings, procurement processes, programme logistics, travel arrangements, record keeping and other administrative requirements necessary for the effective operation of the Institute.
