Observatory of Human Rights Impact OHRI
Implementation asksWas it carried out?
Impact asksWhat difference did it make?
The OHRI examines the effects and consequences of human-rights decisions, interventions, reforms and implementation measures on institutions, communities and rights-holders.
Beyond formal measures
A government may enact legislation, an institution may adopt a policy, a victim may receive compensation or a court may issue a directive. These may be important implementation measures. IHRALS asks the next question: did they improve the protection and enjoyment of human rights?
What impact can show

- Stronger protection of rights
- Changes experienced by affected communities
